26th December, In reply to your telegram of

24th December. The licensees of the Grand Hotel and Peak Hotel are the persons named in paragraphs two (d) and three of my confidential despatch of February 4th. The first is 34 years old. He left Germany in 1897 and had no intention of returning. His sympathies are British. He has held a licence since 1909. He

married an Australian woman in 1906 and her father

lives with licensee,

Second is same age, and has resided here for 11 years continuously naturalized 1911 and licensed

7 years. Both bear good characters. the former's licence was refused by a majority of the Board but was upheld on an appeal to the Governor

in Council. The latter's licence was not opposed. Both licences were refused this year by the unofficial majority and appeals to the Governor in Council upheld them only Hewett dissenting. Upon this, the unofficials on the Board resigned, but one unofficial member of the Executive Council two unofficial members of the Legislative Council and one other leading merchant quickly came forward to fill their places. No question of policy was involved and throughout the Executive Council acted judicially under licensing ordinance.
